For the fourth year in a row, the International Labour Organization (ILO) has supported the selection of “Best in Reporting on Migration Issues” among community newspapers nationwide, as part of the annual Philippine Press Institute (PPI) Community Press Awards.

 

This year, Panay News, Iloilo City (Daily) and Samar Weekly Express, Catbalogan, Samar (Weekly) won in this category and received their trophies in awarding rites of the 2023 PPI Awards held on April 25 at the Century Park Hotel, Manila.

 

The migration reporting initiative is part of a partnership project of the ILO Ship to Shore Rights Southeast Asia with the Asian Institute of Journalism and Communication (AIJC), supported by the European Union.

 

ILO provided support for the awards category in the first year of implementation through its Integrated Programme on Fair Recruitment (FAIR).

Charles Autheman, an international consultant who has been working since 2013 with the International Labour Organization (ILO), leads a mentorship program for educators in 10 Philippine higher education institutions (HEIs) with Development Communication (DevCom) programs.

 

The mentorship program is part of the project partnership of the ILO and the Asian Institute of Journalism and Communication (AIJC), in collaboration with the Association of Development Communication Educators and Practitioners (ADCEP), to integrate the teaching of Communicating Labor Migration in the DevCom curriculum.

 

Autheman, who is lead author of the ILO toolkit on forced labour and fair recruitment, has been conducting individualized mentoring sessions online with 11 educators who have been pilot-teaching or integrating Communicating Labor Migration in their DevCom classes.

 

The 10 HEIs participating in the program are Batangas State University, Benguet State University, Isabela State University, Ateneo de Naga University, West Visayas State University, Northwest Samar State University, University of Antique, Palompon Institute of Technology, Bukidnon State University, and University of Southern Mindanao.

 

The ILO-AIJC project is supported by ILO’s Ship to Shore Rights South East Asia, funded by the European Union, with National Project Coordinator Hussein Macarambon.

The International Labour Organization (ILO) and Asian Institute of Journalism and Communication (AIJC), in collaboration with the Association of Development Communication Educators and Practitioners (ADCEP), continue to train educators on teaching the course on Communicating Labor Migration. 

 

France-based ILO consultant Charles Autheman met with 11 educators from 10 universities and colleges nationwide on May 2, 2023 to firm up their calendar for individualized coaching with him. The teachers are currently teaching development communication courses that integrate the topic of labor migration.

 

The ADCEP teachers had earlier participated in a two-day webinar on Teaching a Specialized Course on Communicating Labor Migration in Selected Development Communication Schools in the Philippines.

 

The training program is part of the ongoing ILO-AIJC partnership project being implemented with ADCEP. ADCEP president, Dr. Ulderico Alviola, is lead consultant. The project is being managed by ILO National Project Coordinator Hussein Macarambon and AIJC Senior Director Ann Lourdes Lopez.

The yearly awards program honors community newspapers for editorial excellence and for their role as catalysts of community development.

 

Since 2020, ILO has supported the awarding of Best in Reporting on Migration Issues to daily and weekly community newspapers of PPI.

 

The Baguio Chronicle, a weekly based in Baguio City, received the best in migration reporting award at ceremonies held on April 25, 2023 at Citadines Bay City Manila in Pasay City.

 

The paper was cited for “stories originally produced that captured community-situated realities of its region’s overseas Filipino workers” and for its dedicated OFW section that “helped raise awareness on migration issues.”
