Course Instructor

Marcelino Ballesteros is a certified business continuity professional by the US-based Disaster Recovery Institute International. He works as principal consultant and senior partner at ProAct Business Solutions.

He has been in the consulting business since 1994 – initially as a junior consultant for the Asian Institute of Journalism and Communication (AIJC) team that worked on a change

management project at the Bureau of Internal Revenue (BIR) and later as a specialist in corporate development, covering strategic planning, organization development, corporate culture, management and executive training. 

A product of management and leadership training programs at the IBM Management Development Center in New York, he took on assignments and received awards of excellence for his achievements as resource person and subject matter expert in projects and training programs in the United States, France, Switzerland, Bermuda, Australia, China, and other countries in Asia.

Atty. Cesar Ilagan has a strong background in both law and finance within the banking sector. Since February 2019, he has been a partner at Guno & Ilagan Law, specializing in contracts, corporate law, taxation, banking, and mergers and acquisitions.

Previously, he served as Senior Vice President & Chief Finance Officer (CFO) at City Savings Bank (April 2017-December 2018), overseeing mergers and acquisitions, corporate planning, treasury, controllership, and legal. Concurrently, from July to December 2018, he served as a Board Member and CFO for Philippine Resources Savings Banking Corporation following its acquisition by City Savings Bank, managing similar financial functions.

His extensive experience also includes 16 years at UnionBank of the Philippines (April 2001-April 2017), where he served as Senior Vice President and Financial Controller. In this role, he managed financial accounting, tax, insurance, financial analysis, corporate planning, and economic forecasting. Prior to a 2005 merger, his responsibilities at UnionBank also encompassed quality and productivity management, process design, operations review, regulatory compliance, and various risk controls.
